Job Description:

The Proposal Coordinator and Writer is responsible for supporting the proposal development lifecycle for proposals. This includes creating proposal management materials as instructed by the team lead, drafting proposal templates and outlines, creating and/or gathering content from appropriate SMEs, working with the appropriate reviewers to finalize the draft, and creating and submitting the final proposal package. 

Key Responsibilities:

  • Review and understand the solicitation documents (draft, final, Q&A, amendments, etc.)
  • Create / develop key proposal artifacts, including, but not limited to, kick-off slides, proposal schedule, compliance matrix, and necessary templates and outlines to assist in developing appropriate content and compliant responses
  • Draft new content or tailor existing content to complete proposal sections and address functional requirements, working with subject matter experts as needed
  • Draft/tailor executive summaries, company qualifications / capabilities, past performance, resumes and Casepoint functionality
  • Create, consolidate, and submit questions to clarify solicitation instructions and scope
  • Ensure the proposal response maps to the proposal outline and schedule
  • Review the proposal for compliance, and compelling and persuasive language in accordance with the solicitation and all referenced documents
  • Work with marketing to develop compelling graphics for proposals 
  • Assist in maintaining the schedule for development, review, and production based on the submission due date and requirements
  • Ensure all proposal sections / volumes use consistent language and can be read as “one-voice” throughout all submitted documents
  • Perform final copy edit and prepare final proposal documents for submission
  • Ensure win themes and strategies have been incorporated into the appropriate sections of the response
  • Maintain a proposal knowledgebase with the most recent “best” content and graphics for proposal responses
  • Assist in managing proposal requests and content receipt/submission with teaming partners
  • Develop and maintain knowledge of Casepoint technology and create/update content to address how technology can be used to meet proposal requirements with support from product team
  • Manage proposal workspaces to ensure all solicitation materials and amendments, working proposal drafts, graphics, proposal management materials, debriefs, and final submission documents are included and easy to find

Requirements:

  • Bachelor Degree or equivalent work experience
  • Minimum of 3-5 years of experience in the development of proposals, must have 3 years of experience specifically in the development of government proposals
  • Knowledge of RFP lifecycle management and federal procurement regulations
  • Ability to communicate company proposal objectives and key characteristics to management and teammates, in writing and oral presentations
  • Proven ability to work with/interview Subject Matter Experts to understand and write about technical and management approaches
  • Excellent people skills – able to work with teams of varying sizes, technical abilities, and levels of authority with both internal corporate staff and teammates
  • Skilled in analyzing RFPs and preparing outlines, schedules, and proposal templates
  • Thorough, detail-oriented, and organized, with excellent time management skills and ability to prioritize
  • Excellent technical writing skills to be able to both decipher and rewrite content created by Subject Matter Experts as well as create content for complicated technical functionality
  • Excellent multi-tasking abilities – able to handle multiple projects simultaneously
  • Ability to create a detailed project plan (preferably within Smartsheet) including timeline, assignments, predecessors, etc., that provides a task-by-task view of a given proposal process from RFx receipt to submission
  • Completion of Shipley’s Proposal Management and Proposal Development course preferred
  • Experience with proposal automation software preferred
