Reducing FOIA Volume Through Proactive Transparency

A large federal agency significantly reduced its FOIA workload by strategically leveraging its electronic reading room. By proactively publishing frequently requested, cleared documents through the Public Access Link (PAL), information became easily accessible online—eliminating the need for many formal FOIA submissions.

The Challenge: A large federal agency was overwhelmed by a high volume of repeat and substantially similar FOIA requests—putting added strain on staff and slowing response times.

The Solution: The agency worked with our team to implement and optimize FOIAXpress' Public Access Link (PAL) web portal feature. By proactively publishing frequently requested, cleared documents through the PAL reading room, information became easily accessible online.

The Impact: As requesters found what they needed in the reading room—without filing new requests—the volume of repeat and/or similar FOIA submissions declined. This freed the team to focus on reducing the existing backlog, redirect capacity to higher-value work, and improve end-to-end efficiency—strengthening transparency without increasing staff burden.
